Job Description:

Track Management systems are an integral part of Navy AEGIS, Ship Self-Defense System (SSDS), DDG-1000, Littoral Combat Ship (LCS), and E-2C/D platforms; United States Marine Corps (USMC) Composite Tracking Network (CTN) and Common Aviation Command and Control System (CAC2S) System; and United States Army (ARMY) Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System (JLENS) and Integrated Air and Missile Defense (IAMD) Systems.  Track Management is the identification, tracking, characterization of attributes of sensor data which feeds the combat or command and control system.  Track management is a key component of warfare systems.  Track Management programs include System Track Manager/Track Server (STM/TS), Shipboard Gridlock System with Auto-Correlation (SGS/AC), Global Positioning System (GPS), DDG-1000, LCS, CTN, CAC2S, Cooperative Engagement Capability (CEC), and Estimation and Prediction of Orbits and Clocks to High Accuracy (EPOCHA) program. 

Task areas:

•      Integration of Joint systems at various DoD 5000.2 Acquistion phases with the US Navy Cooperative Engagement Capability (CEC) system; 

•      Systems Engineering (SE) processes and procedures utilized for technology development, insertion and life cycle support of Track Management/Sensor Netting, and all documentation required in the acquisition of these systems in accordance with formal requirements of DoD, SECNAV, OPNAV and NAVSEA;

•      Technical expert for assigned systems and their integration, and provides technical direction to field activities and contractors in the planning and execution of the systems engineering for their assigned systems throughout the acquisition cycle.  The incumbent must be familiar with the function and technical architectures of said systems in a networking environment. 

•      Engage organizations such as the Missile Defense Agency (MDA), the Theater High Altitude Air Defense (THAAD) Program Office, and Army Lower-Tier Program Office (LTPO) in support of data collection efforts necessary to update system models

•      Coordinate with the MDA, Navy Air and Missile Defense Command (NAMDC), and NSWC Dahlgren in establishing the process to validate MIPS models

•      Manage requirements development for Naval Integrated Fire Control – Counter Air (NIFC-CA) Planning Capability and Ballistic Missile Defense (BMD) Engage-on-Remote (EoR) planning capability

•      Coordinate Test & Evaluation (T&E) strategy and efforts with NSWC Port Hueneme, COMOPTEVFOR, and supporting activities

•      Participate in Design Reviews, Production Reviews, and System Engineering Technical Reviews (SETR) with the Design Agent and NSWC Port Hueneme

•      Assist the MIPS Lead Systems Engineer in managing the system production efforts of the Design Agent and In-Service Engineering Agent (ISEA) at NSWC Port Hueneme

•      Author and review programmatic and technical documentation in support of Milestone C efforts

•      Assist the Contracting Officer’s Representative (COR) in developing Statements of Work (SoW) and Contract Deliverables Requirements Lists (CDRL) for new contractual efforts or modifications and Technical Instructions (TI) for existing efforts

•      Assist the MIPS Lead Systems Engineer in performing technical assessments of proposals submitted by the Design Agent

•      Assist in defining technical implementation solutions to increase utility to the Fleet while reducing installation and sustainment costs

•      Systems Engineering

o    Design Reviews and Working Groups

o    Technical Operational Need Assessments

o    Engineering Support

•      Software Engineering and Fleet Support

o    Software Development

Experience:

5+ years in track management, track data fusion, SSDS, AEGIS C&D, CEC, SGS/AC, or similar system

Education:

• BS-MS
• EE, Math, Physics, Computer Science
